DHL to buy Baltic carrier Venipak and its 800 parcel lockers

DHL eCommerce has agreed to buy Venipak, a parcel carrier with about 800 lockers in Lithuania, Latvia and Estonia. The deal still needs regulatory approval. According to its CEO, volumes at DHL eCommerce’s own lockers and parcel shops grow by about 50% a year.

Signed in July, not yet approved

On 27 July 2026, DHL signed an agreement to buy Venipak Group, which operates in Lithuania, Latvia and Estonia. According to DHL, Venipak is one of the largest independent parcel operators in the Baltics. It runs about 800 parcel lockers and a network of pickup points, serving both businesses and consumers. The deal has not closed. Lithuania’s Competition Council received the merger notification on 14 September and lists the case as under review.

After closing, Venipak will keep its brand and management and move into DHL eCommerce step by step. Its customers will then get access to DHL eCommerce’s network, including more than 165,000 out-of-home points. DHL eCommerce CEO Pablo Ciano called the Baltic states "among the fastest-growing e-commerce markets in Europe today". He told the German trade paper DVZ that Eastern Europe is now the focus of the division’s next acquisitions.

What the 15% and 50% refer to

Ciano also gave DVZ two growth figures for DHL eCommerce itself: about 15% a year for its cross-border parcel business and about 50% for volumes through its parcel shops and lockers. Both cover the whole division and measure parcel services, not the value of goods sold online. DHL also sees potential in parcels between private individuals, such as second-hand sales, where seller and buyer can both use a parcel shop or locker instead of the doorstep. In July, DHL expanded its cooperation with the second-hand marketplace Vinted in Germany.

What sellers can do now

If you sell to Lithuania, Latvia or Estonia, check which locker and pickup-point networks your carrier can deliver to there, and offer that option at checkout. DHL describes out-of-home delivery as widely used in the region. Do not plan around a direct link between Venipak and the DHL network yet: no closing date has been announced, and integration starts only after completion.
